Q: Isn't there a 1949 incorporating document or a legislative act forming the district? 

A: There is a 1949 legislative act that formed the Mendocino County Water Agency.  The Flood Control District was formed as an improvement district by the Mendocino County Water Agency in 1955. There were numerous Water right State Filings at the time, including what became the District's 1949 water right.
