Representatives Huffman and Rogers Hold Town Hall in Ukiah

The Potter Valley Project and future water supply for the Russian River watershed were a hot topic at the townhall held Friday, April 4th at Mendocino College. Link to KZYX recording of town hall.

 

State Water Resources Control Board Notice of Proposed Rulemaking on Water Measurement and Reporting Regulations (SB88)- Public Hearing April 16, 2025 & Comments due April 23, 2025

The State Water Resources Control Board is proposing (Notice of Proposed Action) to revise the regulations for measuring and reporting surface water diversions. The proposed revisions require diverters to report data in a standardized format, provide an email address, identify measurement locations, and make other minor accompanying changes. The revisions are needed to align regulatory requirements with the Board’s new online water rights data system, California Water Accounting, Tracking, and Reporting System (CalWATRS). A detailed explanation of the proposed regulation revisions and rulemaking process are available on the Water Measurement and Reporting Regulation Rulemaking webpage.

The Office of Administrative Law (OAL) has published the Notice of Proposed Action, beginning a 45-day comment period on the proposed changes.  Comments are due to the Water Board by 5:00 p.m. on April 23, 2025.  A public hearing will be held on April 16, 2025, at 10:00 a.m. by Zoom only.  Register here.

State Water Board update regarding its implementation of the Sustainable Groundwater Management Act – April 15

The State Water Board will be discussing progress implementing the Sustainable Groundwater Management Act (SGMA) at its April 15, 2025 public Board Meeting.  During the Board Meeting, State Water Board staff will present an update on SGMA implementation and overall themes identified in Board staff’s review of the GSPs for the basins listed above. Staff will also highlight ongoing work improving the Board’s GEARS extraction reporting system and reevaluating reporting exceptions and fees.  The Board will not take any formal action related to SGMA at this Board Meeting. Strategic water diversions during extreme rainfall reduce community flood risks and help replenish underground aquifers, which 85% of Californians rely on for at least part of their water supply. County of Mendocino Drought Resilience Plan – Comment Period Open

On March 26, 2025, the Mendocino County Water Agency (MCWA) released a comprehensive draft Drought Resilience Plan for public comment. Mendocino County’s Drought Resilience Plan is a stand-alone document that will be implemented along other state, County, and local planning documents.
